More and more processes and services are being carried out online and via IT systems. Critical infrastructure in Europe is also becoming increasingly interconnected, making it more efficient and easier to access.
At the same time, this has made Europe dependent on US IT systems, and in recent years there has been an increase in cyberattacks linked to global conflicts.
Resilient, independent IT systems and robust cyber security are therefore becoming an increasingly important prerequisite for democracy in Europe.
How can we successfully establish robust IT structures in Europe?
How should public institutions be structured, and what are the requirements for their staff?
And what is the balance between digital security and democratic achievements such as freedom of expression, personal rights or data protection?
