Climate Change-Adapted Municipal Infrastructure Planning in the Hanseatic City of Wismar

The joint project HWI-PLAN, carried out jointly by the University of Wismar and the Hanseatic City of Wismar, is intended to pave the way for sustainable urban development in Wismar that is supported by citizens and adapted to climate change.

Due to its location on Wismar Bay, the storm surge water levels to be expected in Wismar are among the highest on the German Baltic Sea coast. In addition, the inland waters overflow their banks during backwater from the Baltic Sea and during heavy rainfall events. In combination with poorly or insufficiently developed flood protection facilities, there are increased flood risks in the Wismar urban area. In the last few years, concrete deficits in the networking of the actors involved had to be identified in the course of processing various projects and planning with regard to flood and disaster protection for the Hanseatic City of Wismar. Furthermore, there are no uniform plans and action packages for the implementation of the requirements of the Flood Risk Framework Directive.

The main objective of the joint project "HWI-PLAN" is to implement and stabilise the innovative climate change-adapted negotiation and participation formats developed in the project in the municipal planning of the Hanseatic city of Wismar, in order to arm the public infrastructure with a water connection against the effects of climate change in the long term. In addition, the project results are to be transferred to other cities and municipalities in Germany. Knowledge gained is also to be integrated into the training of young researchers at colleges and universities and into the further education and training of researchers already working in the field, so that up-to-date and future-oriented education is maintained and further promoted. The digitally prepared educational material is to be made available free of charge to specialist colleagues for teaching purposes.
